Player A calls "go", but since player b cannot play, player A then pegs one for the go and keeps laying cards for the next round. If player B has run out of cards, and player A has cards but cannot go. Does player A then call "go"? In that situation, say the count was 29 and player B could not play, who would peg one for the go? By the rules it would be player B since he would have laid cards last. Player A has run out of cards so cannot play. This seems to me that player A would peg one for the go since he laid cards last, and player B would start the next round. Player A has cards but cannot go, calls "go", player b has cards but cannot go. This leads to a few very confusing situations especially when players run out of cards 'early'. Then, the last player to play a card pegs a point. Then, player B plays cards until he cannot. The official rules linked in the stickied post state that once player A cannot play any more cards because he'll go over 31, he says go. I'm sure this question is very annoying to experienced players but google yields very conflicting results on this.
